I am currently seeking the challenging Deputy Chief Harbor Engineer position with the City of Long Beach and am submitting my resume for your review. As demonstrated in the accompanying resume, my professional qualifications include a MS in Civil Engineering from the University of Kansas, a BS in Civil Engineering from the University of Beijing Technology, active participation in multiple Fred Pryor Seminars covering Supervising, Management and Communications, successful graduation from the Women Unlimited Institute, a California Registered Civil Engineer as well as Transportation Engineer and a U.S.-registered Professional Transportation Operations Engineer.

With 20+ years of Engineering experience, I have gained expertise in Project Management with responsibilities encompassing planning, budgeting, scheduling and implementing infrastructure projects, including developing engineering designs for highway and rail infrastructure development; I am extremely familiar with the use of MicroStation and Inroads. Additionally, I have gained in-depth knowledge and understanding of civil engineering-related design standards for meeting federal, state and local requirements; my expertise in these areas ranges from roadway grading to storm drainage to meeting traffic and safety requirements.

During my multiple assignments I have developed skills in developing crucial analyses, identifying core problems and developing multiple solutions as well as preparing preliminary studies, design packages, plan specifications, budgets, cost estimates, and schedules. Additionally, I excel in negotiating issues during the procurement process and possess particular skills in utilizing written as well as oral communication, particularly when conducting presentations to audiences at various project outreach forums, professional association luncheons or as a Consultant during procurement interviews. I have been particularly successful in using my well-developed experience and subject matter expertise in dealing with personnel from other Port Divisions and tenants to gain cooperative buy-in toward accomplishing our assigned mission and goals.

In my current role as Project Manager/Senior Civil Engineer at the Port of Long Beach, I have met multiple, varied assignments, including planning and implementing Capital Improvement Programs for the street/rail infrastructure for POLB, with responsibilities for planning, designing and constructing projects with Low Impact Development. For this I have been tasked with developing the program scope, budget and schedule, assisting with procuring design consultants in compliance with POLB Contract Compliance Division guidelines and overseeing Consultant contributions. Specifically, these projects have included the Pier G Metro Rail Improvement Project, the TI Wye Track Realignment Project, the Greenport Gateway Project, adding a Fourth Track at the Ocean Boulevard, Anaheim Street Improvement Project, the Harbor Scenic Drive/Harbor Plaza Reconstruction Project, the Ocean Boulevard Bridge Resurfacing and the Pico Avenue Widening Project.

Earlier assignments have included serving as Principle Transportation Engineer, VP for KOA Corporation, where I was tasked to organize design teams in providing preliminary engineering reports for infrastructure development and Plan, Specs and Engineering Estimates (PS&D), as well as take a lead position in designing street improvement projects, freeway and interchange widening projects. I also served in a Business Development capacity, with responsibilities for marketing organizational resources and capabilities to clients and to provide engineering services on an array of federal, state and locally-funded development projects. Additional roles have included Project Engineer and Transportation Engineer.
