In preparation for a major modification of the process used for selecting investments, as a Portfolio Manager for the Department of Veterans Affairs (VA), I was tasked with planning, developing and implementing multiple needed changes, based in large measure on my reputation as a results-oriented leader. I capitalized on my experiential background to identify those projects which were ineffectual and wasted resources and developed well-defined guidelines, standards and parameters for selecting appropriate projects going forward.

 

Working within the VA Office of Asset Management, I managed the selection and execution of an array of real estate portfolio-enhancement projects, which typically focused on re-purposing already owned but under-utilized land and facilities. I engaged the contractual services of a real estate consultant to collaboratively identify appropriate targets while continually adhering to VA mission directives on all projects/actions of providing benefits for veterans. These projects have focused on developing supportive housing, providing affordable as well as assisted-living housing, clinic facilities and job training centers.

 

Prior to my involvement, the accepted procedure was to simply begin a project without performing any feasibility or project evaluation, a process that consistently wasted valuable resources on unsuccessful projects. My experience taught me that the selection process should focus on four key points: selection criteria analysis, project definition, project evaluation and project decision, as well as possibly the most important factor, that of collecting and analyzing crucial data to properly assess the feasibility of the project reaching the desired positive conclusion. By spearheading the process change action, I was successful in developing a dedicated change management team which drafted a change management plan and designed training modules for new processes/procedures to be utilized in project selection.

 

I ensured that senior management was apprised of the new planning processes and gave their imprimatur, followed by a series of meetings with involved parties that included specific changes to be included, rationale for the need of changes, how implementation would occur and how success would be measured; I also addressed any concerns or issues regarding these new processes and procedures. I then facilitated all needed training for involved individuals on the important steps and methodologies to be utilized and developed a series of policies and project management systems supporting the new processes while tracking change efforts and encouraging acceptance.

 

Based on my outstanding leadership and ability to define and remediate systemic problems and issues to increase performance, the ability to better identify projects that aligned with strategic goals, had a high probability of success and improved the use of resources led to a project selection process that was significantly improved.

During my multi-year professional career in senior management assignments, I have gained invaluable experience in strategic resource management, including the methodologies and timing to be employed to maximize acquisition and use of resources; undoubtedly the most crucial resources to be managed and developed have been human resources.

 

During my assignment with the General Services Administration, as Branch Chief, I have been tasked with meeting multiple responsibilities involved with program budget planning, development, execution and management; major focus has included working with a $4M reduction to a $20M program while modernizing/upgrading multiple buildings including systems and material. To maximize all resources, my initial response to this assignment was to assess the value of individual upgrades, prioritize and determine funding availability, which included collaborating with the program support team to review program goals/objectives, and identifying various crucial requirements, i.e. current and future needs, implications of proposed program cuts. These assessment actions supported appropriate decision-making that resulted in cost reductions yet minimal negative program impact.

 

With the VA, as Portfolio Manager, I was continually tasked with multiple responsibilities related to identifying/expending resources to exploit opportunities for enhancing real estate asset valuation, including collecting/analyzing data on market forces, socio-economic involvement and financial factors.

 

In an earlier assignment as President and Project Executive with Haggar Construction Management Services, my responsibilities focused on developing strategic planning for business start-ups and operations, where I aligned appropriate resources with organizational goals/needs, determined staffing requirements and identified initial expenditures for technology and marketing activities. I continually consulted with business advisors, reviewed financial resources, markets, business trending and five-year business objectives. By analyzing crucial business drivers, I developed planning for resource acquisition and management that achieved appropriate levels of human capital as well as technology resources while supporting a competitive position and allowing for a stable business start-up. As noted, my experience gained in both the private sector as well as with the federal government has allowed me to become exceptionally proficient in strategically identifying and optimizing the use of limited resources including strategically managing and developing human as well as financial resources.

By purposefully developing an understanding of the various stakeholder concerns/interests, I brought a level of awareness of expectations to the process, which reinforced our communication efforts and built effective relationships.

 

Included in that communication activity was the continual sharing of information with stakeholders including project updates, briefing internal senior leadership on crucial issues, and inclusion of stakeholders in monthly project meetings, which surfaced various issues/problems and included the stakeholders in the resolution process. By establishing strong rapport I gained support for the project and the continual involvement by stakeholders in the process allowed for more rapid decision-making on major issues including facilitating any needed compromises.
