PMA 251 Acquisition Lead - GS 340-14 (2008-Present)

         Effectively implement PID, PPC, PPA, DRRB, CPARS, IPAR and ASN RDAIS processes as well as implementing/monitoring PMT process; developed and gained approval for process SOPs and skillfully performed pre-coordination with IPT and other stakeholders regarding applicable policy guidance impacting Procurement Planning Conferences (PPCs).

         Actively participate in PPCs, ensuring development of all applicable documentation and availability of sufficient ceiling for Justification and Approval (J&A) process and achievability of proposed milestones.

         For high visibility/long lead time procurement, employ weekly drumbeat to assure awareness by all involved entities regarding prioritization of tasks/events; for CVN 80 participate in weekly strategy meetings concerning contractors, Source Sought Synopsis results/planning, document updates and other areas.

         Proficiently prepare PMA 251 teams for various milestone events; continually assure thorough planning and coordination with PEO-T staff to support successful outcomes.

         Milestone events include Aviation Data Management System (ADMACS, ACAT IVT) Milestone C, Sustainment Lighting System (SLS, ACAT III) Milestone B and numerous Acquisition Review Boards (ARBs) and, In Process Reviews (IPRs) for the Electromagnetic Launch System (EMALS, Major Subprogram to an ACAT 1D), Advance Arresting Gear (AAG ACAT 1C) and ADMACS.

         Facilitate weekly meetings with Naval Center for Cost Analysis (NCCA), AIR 4.2, DASN Air, OPNAV, PEO-T and PMA 251 Executive Leadership Team (ELT) to assure that Service Cost Position (SCP) and Acquisition Program Baseline (APB) updates are completed according to established schedule and PMA 251 deliverables are provided to NCCA in a timely manner.

         Also work with IPT in finalizing obligation list to assure adherence to Title 10, U.S.C., 2435 (b) requirements and lead weekly AAG MS C preparation meeting supporting awareness by IPT and ELT concerning DODI 5000.02 ACAT IC documentation requirements; coordinate/lead weekly meetings with OPNAV and IPDs regarding updating of AAG Capability Development Document (CDD) (pre-MS C) and ADMACS Capability Production Document (CPD) (post-MS C).

         Successfully serve as Chair of PMA 251 Business Team (BT) that includes Acquisition, Contracts, BFMs and Deputy Program Managers (DPMs) for Fielded Systems and Future Systems, typically meeting on quarterly basis; team was chartered by Principal Deputy Program Manager (PDPM) to sure focus of PMA on business processes driving program execution/funding efficiencies to meet benchmarks, emerging policy and impacts on internal business processes.

         As BT Lead initiate and direct PMA 251 Project/Financial fiscal year calendar including briefings at ELT.

         Facilitate Type Commander (TYCOM) Readiness Review that launches FY event planning and covers fleet Aircraft Launch and Recovery equipment priorities and requirements used for subsequent Rack and Stack event.

         Spearhead calendar development of Program Office Memoranda (POM) for Budget Estimate Submission (BES) as well as Department of the Navy (DON) and Office of Secretary of Defense (OSD) planning/review and budget submissions.

         Contribute as key participant in PMA-251 Executive Small Business Council (ESBC) chartered by PDPM, and drive monitoring/reporting progress on goals including activities of ALRE Science and Technology (S&T) Transition Team supporting ALRE Flight Plan and monthly update to PMA 251 ELT.

         Due to performance excellence was selected for two PMA 251 competitions covering SLS program ($84M) Manufacturing, Information Assurance and Systems Engineering portions of Corporate Experience and past performance assessment of ALRE CSS contract.

         Critical participant for AAG/EMALS IPTs, developing potential FMS case with United Kingdom encompassing UK shipbuilder relation to verify technical requirements of EMALS/AAG ship-sets installations.

         Designated as Acquisition Lead for update of Acquisition Strategy/Plans and approval for ASN/ DASN Ships.

         Serve in pivotal contributor role in establishing/maintaining trackers for acquisition processes covering CPAR/IPAR and required reporting for ACAT programs.
